Could someone explain the '06' aspect of the .30-06?

And is a .300 Winchester Magnum a .300 with a magnum round?

the official designation for the 30 06 is
Ball, Caliber 30, Model 1906, M2
300 winchester magnum is a magnum case (in this case 66mm) and a off-the-shelf 30caliber bullet... that is the 30-06 308 (7.62x51mm) and .300 magnums all use the same bullets

.30 cal, adoptd by the Army in 1906

.300 WM uses the same .30 cal bullets a .30-06 or a .308 could use just has a larger case for more powder
this allows for pushing the same weighted bullets at a much higher velocity or even pushing heavier bullets at faster velocities, gets ya better long range ballistics if they start out with more velocity and retain thier velocity better
