Bolt action.

With a bolt action you usually get:

1. Better trigger.
2. Better precision.

And it doesn't give your position away with ejected brass.

Finally, it is more tolerant of diffent types of ammo.

more relialbe
generally more precise but semi-autos are just as accurate now

for sniping it doesnt eject brass

semi-auto sniper rifles are limited in use for those reasons
