Isee what you mean about the lisence here in pa we can get a semi aslong as it has a 5 round mag(BOO) without a lisence. To say about in New Zeland with a collectors lisence yo are COLLETING the arm you want it in the best possible condition so most people wont fire a collector, but knowing myself i would fire a collecting arm .
