I have no idea whats wrong with you rifle being so off maybe its the rifle itself? hhave you ever thought of that?
On a rifle for your buddy id suggest a Remington 700 ADL (i have an ADL synthetic) in a caliber of choice and id put a McMillan on probly their M40 HTG(same stock used on the Marines M40A1) and a good scope.
