SVD Question Help wanted

This is my first post so bear with me. I just came into a Romanian Dragunov It shoots great with the open sights. But when I shoot with the scope (issue scope for that modle) the rounds are way way like Off the target high at 50 yds. To hit the target center mass i have to aim at the Base of the frame. about 2 feet. The rifle did not come witha cheek peice and I was wondering if that could afect the shot placement.. if so where could i find one.

I belive that it is the pso1 it has 4 vertical cheverons and a vscale showing 10 on each side of the center line as for the mount it is the one that attaches to the side of the rifle the top adjustment knob only shows 0-10 and when turned to 10 it causes the retical to lower in the scope
again any help would be welcomed once i get this one running good I have an m1a to work with i am waiting ona springfield scope and mount that
i am gettin from a coworker.
