Run the .30-06 brass through a .308 trim die. Then cut off the excess brass using a hacksaw blade. Then file and chamfer.
It's time consuming but not that difficult to do. If you have to make .308 brass, it's easier to make it from 8mm Mauser brass.

It can be resized, but, its a total waste of time. Just get 308 the whole process is MUCH easier.

Having done all that with a wildcat cartridge before, I'll tell you right away it's not worth the effort to make 308 out of 30-06 unless there is no other way possible to get 308.
